Development & Light LLP was founded in February 2022 by Oli Westlake and Rob Croft.
The LLP is an expansion on the foundation set by Development & Light Consultancy Ltd, which was founded by Oli in 2018.
In April 2025, the practice merged with CAD Source Ltd, bringing Tom Bentley onboard as a third partner and growing our technical offering.
Our mission is to provide a consistent, commercial and personal consultancy service at a competitive price.
Oli Westlake
PARTNER
Oli is a seasoned Rights to Light, Daylight & Sunlight consultant, with a proven track record of delivering on major projects. Since 2007, he has been helping leading developers identify, plan for and resolve all types of light-related issues.
Oli spent the early stages of his career at GIA and Point 2 Surveyors. In 2018 he founded Development & Light Consultancy Ltd, which transitioned to Development & Light LLP in February 2022.
Rob Croft
PARTNER
Rob has a wealth of experience in the Rights to Light, Daylight & Sunlight sector, advising on major projects in addition to working on several planning appeals in an Expert Witness capacity for both public bodies and private sector clients.
Rob began his career at Anstey Horne and thereafter held senior positions at GIA and Point 2 Surveyors. In early 2022 he co-founded Development & Light LLP.
Tom Bentley

Tom is a technical specialist in Rights to Light, Daylight & Sunlight, and has focused on innovation within the industry, including leading game-changing software development programs.
Tom began his career at Anstey Horne and thereafter held senior positions at GIA.
Madia Cipriani

Madia is an experienced practitioner who has worked in a variety of technical and consultancy roles across the Daylight and Sunlight sector.

Matt brings a wealth of experience, having worked for almost 20 years in the Daylight/Sunlight and Rights of Light sector, including senior roles at both Anstey Horne and Point 2 Surveyors.
